Louis Wiltz Kemp was a renown Texas Historian and one time president of the Texas State Historical Association. A more complete biography can be found at the TSHA online handbook. His papers are held at the Briscoe center at the University of Texas. He lived in the neighborhood from 1921 until his death in 1956.
